2014 National Architectural Thesis Competition - Entry No. 02

 The Executive Summary

Hospitals are now very demanding in world today. Sometimes, these hospitals serve as home for those who having serious diseases and illnesses.
The lack of hospital is one of the major problems in our present times. We need additional hospital that can accommodate thrice the usual population of hospital in order to address every ill patient the immediate care they need and to lessen casualties caused by the lack of enough facilities in hospitals. Provision of such facilities also helps create opportunities for professionals.

In response to this situation, many hospitals expanded their facilities and added the latest high-tech equipment, spreading improvements to every hospitalized patient.

One of the major problems in our place is the insufficiency of complete facilities and equipment of hospital in delivering the basic health services to the growing population, especially those people who are having a difficult and complex cases or seriously ill patients. These may include patients who need heart, lung, or liver transplants. Health and physical well-being of the people are being distressed due to inadequate equipment, facilities and lack of medical supplies within the buildings.
The project aims to answer all the needs of every patients and lack of hospital within the vicinity of Sto. Domingo, Ilocos Sur and its neighbouring towns, cities and nearby provinces.
  

In the municipality of Sto. Domingo, there is only one existing private medical clinic and that is Tolentino Clinic, where there is only 10 rooms and they cannot cater all the resident in municipality of Sto. Domingo. The project involves additional and complete high technology health services that cater more than hundreds of patients. The provision of this project will be one of the best assets to generate income for the municipality and mostly to the owner of project.

The project goals and objectives are very important to know before the project is implemented. Here are some specific goals and objectives; to generate profit to the lot and building owner, to provide a convenient place for hospital and nearer access to the residents of the nearby cities and municipalities, to give a safe, and comfortable place for those people who are having illness, to provide training ground for future medical, nursing, midwifery, and paramedic interns, to provide more job opportunities for people, especially the licensed Physicians, surgeons and nurses.


The main objective of this project is to accommodate more than 50 patients, providing comfort and security of person within the building and maintain a safe environment for patients, personnel, and the public. Another objective is to build a hospital not only for the municipality but also for the province as well as, thus raising the economic and social status of the municipality and the province.

The Ilocandia Heart Center is a level III hospital specialized on heart treatment that can accommodate more than 50 beds that serves as a center for treating difficult and complex cases of illnesses, most specifically people who are having defects in their heart. The said hospital covers the municipality of Sto. Domingo, and other nearby municipalities/cities and provinces in Region 1; Ilocos Norte, Ilocos Sur, La Union, and Pangasinan. The project will be the first Heart Center in Region 1 and serve as the training ground for future medical, nursing, midwifery, paramedic interns and more job opportunities for people, especially the licensed physicians, surgeons and nurses.

It would be one of themain provider and regional referral Center for Cardiovascular patients requiring cardiac surgery and specialized cardiac medical treatment. Bring medical nursing and technical expertise to patients in the region. State-of-the-art systems, equipments and programs designed to provide outstanding, up-to-the-minute, comprehensive cardiovascular care to all.

The Ilocandia Heart Center (IHC) offered Cardiovascular Surgery Non-Invasive Diagnostic Cardiology, Invasive Cardiology, Radiological Sciences, Nuclear Medicine, Vascular Center, Laboratory Medicine, Blood bank, Neurovascular Laboratory, Cardiac Rehabilitation, Physical Medicine and Rehabilitation, Pulmonary and Critical Care Medicine, Clinical Electrophysiology, Psychiatry and Behavior Medicine.
The project provides more efficient and sufficient quality health services for the great of every patient. Offers rehabilitation facilities and nursing homes for patients. Involves additional and complete high technology health services. Provision of such facilities also help create job opportunities for professionals. 


It would became known because of its Green Design solution integrates traditional and modern Philippine Architecture by adapting new innovations and sustainable less maintenance materials.

Dr. Esperanza R. Lahoz would be the main proponent, financing phase by phase construction of the project. The Department of Health (DOH) would provide the technical assistance in implementing the project. The project would be constructed in Brgy. Puerta Real, Sto. Domingo, Ilocos Sur. The site has a total lot area of 37,286.7287 sq.m.
The project would be serves as a landmark of the Province of Ilocos Sur.
In designing a building, the designer always thinks for the betterment of the residents, promoting environmental-friendly utilization by the use of different less energy consumption facilities, adapting new innovative design that would create less harm to the environment.

The main purpose of this is to help preserve our mother earth. Accessibility is considered accordingly to avoid traffic congestion of vehicles, providing one-way entrance and one-way exit to eliminate over traffic congestion that causes delay. Separate walkway is provided for access of those who do not have vehicles to avoid accident. Proper location and space for parking is provided near the building for easy access. Trees, and other vegetation are planted to minimize too much heat going to the building. Garbage coming from different departments of the building are properly disposed.

Only walkways/pathways, parking areas and access roads are constructed with concrete pavement to lessen the air-pollutants brought about by the vehicles on its surroundings. More areas for planting of vegetation are maximized because they are very essential during rainy season, because they help infiltrate too much water.
